Job Description Summary The ER/ EEO Office is dedicated to upholding policies and principles relative to equal employment for the campus. The office is also charged with the responsibility of ensuring that the University is trained and compliant regarding applicable EEO and Employee Relations policies and procedures. Under the direction of the Executive Director of HR, the Administrator, Employee Relations and EEOC is responsible for providing employee relations and EEO services to the staff and faculty. EEOC The Administrator, Employee Relations and EEOC interprets and analyzes policies and provides guidance in the areas of Equal Employment Opportunity, and employee relations. This position interprets, analyzes, and advises on the application of EEO regulations in an employment and academic setting. Reviews, monitors and audits searches for faculty and staff to ensure compliance with University, State and Federal regulatory and policy requirements. The position assumes as integral role in partnering with the faculty, staff to create and maintain a workplace that is free from discrimination, to maintain equitable treatment to all employees and to maintain a diverse workforce free of illegal discrimination and harassment. Employee Relations The Administrator, Employee Relations and EEOC conducts investigations related to informal and formal employee relation complaints related to discrimination and harassment under Title VII of the Civil Rights Act of 1964. Responds to all employee relation inquiries, corrective actions, and provides supervisory/employee coaching and related compliance training facilitation. Provide direction, leadership and education to supervisors and/or employees on broad range of employee development and performance management matters. Promote positive employee development and performance management methods and strategies. In collaboration with the Associate Director of Training and Development, develop strategic training programs and initiatives. Supports and conducts investigations of Title VII and Title IX matters and participates in training initiatives to address relevant regulations and policies. Ensure compliance of relevant Federal and State laws and regulations, and of ULV policies. Minimum Qualifications Bachelor’s degree with major course work in human resources, business or public administration, psychology, law, higher education administration or related field. 3 years of experience conducting investigations of complaints alleging gender and non-gender-based discrimination/harassment, gender-based violence including sexual assault, domestic violence, dating violence, and stalking. 2 years of experience conducting and managing complex and sensitive workplace complaints and investigations with excellent attention to detail and strong problem-solving skills Knowledge of applicable state and federal employment and labor laws and governmental compliance requirements, including but not limited to ADA , ADEA , Cleary Act, EEO Act, FLSA , FMLA , NLRA , SaVE Act, Title IX, Title VII , VAWA and other applicable laws, codes, and regulations. Strong understanding of recent compliance developments, regulatory and enforcement guidance, legislative initiatives and best practices. Ability to be responsive and maintain a high level of tact, patience and diplomacy when conducting confidential investigations. Strong oral and written communication skills, presentation and facilitation skills, with an emphasis on education and training for a variety of constituencies. Demonstrated understanding and sensitivity towards experiences and expressions of trauma caused by sexual violence and harassment. Knowledge of progressive discipline procedures, documentation, and related rules and techniques for maintaining legal records. Ability to interpret, analyze, and advise on the application of EEO policies and regulations in employment and academic settings. · Proficient in EEO along with state and federal civil rights laws. Advanced analytical and project management skills with attention to detail. Strong critical thinking, decision making, interpersonal, organizational, communication and writing skills. Working knowledge of software databases and applications related to compliance documentation and tracking. Must have demonstrated experience working collaboratively to create a collegial environment that is supportive of campus and employee needs while exercising considerable judgment and discretion. Preferred Qualifications Advanced degree in Human Resources or related field 1 years of experience at a management or senior administrative level with increasingly responsible professional legal compliance work, involving the investigation and resolution of employment complaints. Knowledge of conducting employee relations within Higher Education preferred. Knowledge of investigating matters involving Tenured and Non-Tenured Faculty, Staff and Students preferred. Demonstrated knowledge of trauma-informed investigation practices and ability to train others in such practices preferred. Knowledge of the role of Campus Security Authorities (CSAs), under the Clery Act, and receive and report criminal incidents to the Department of Campus Safety preferred. Conflict Resolution or Mediation certification desired. Labor Relations/Union experience desired. Knowledge of Banner and Maxient database systems desired.
